The Challenge for States
A longstanding federal statute prohibits most states from outsourcing SNAP application processing to third-party vendors. As a result, state staff must handle every step—interviews, eligibility reviews, benefit issuance, quality control, and compliance monitoring—while maintaining:
- Application processing timeliness (APT) of 95% or higher
- Low case and procedural error rates (CAPERs)
- Payment error rates (PERs) below 6%
- Verification that recipients meet work requirements
These expectations create heavy workloads, staffing pressures, and backlogs that delay benefits and impact APT. The stakes are growing higher: under the One Big Beautiful Bill, states with PERs above 6% may soon be required to contribute up to 15% of benefit allotment costs—making accuracy and efficiency more critical than ever.
A Positive Shift
In 2025, the federal government approved an exception allowing one state to partner with a vendor to manage SNAP processing. This landmark decision opens the door for other states to seek similar approvals—reducing administrative strain, improving quality and timeliness, and helping families receive benefits faster.
