Solix Inc. has been selected by the Maine Public Utilities Commission to serve as the Administrator of the Maine Telecommunications Education Access Fund. Effective July 1, 2005, in it's role as Administrator, Solix Inc. will perform all of the MTEAF management and administration functions.
In April 1996, the Maine Legislature enacted L.D. 828 to provide affordable access to information services in all communities of the state through enhanced library and school telecommunications. It is the policy of the State that affordable access to those information services that require a computer and rely on the use of the telecommunications network should be made available to all communities of the state without regard to geographic location.
| Pursuant to 35-A M.R.S.A. §7104-B, the legislature authorized the Maine Public Utilities Commission to establish the Maine Telecommunications Education Access Fund (MTEAF). Carriers providing intrastate telecommunications services contribute to the fund. |
| Funds are then distributed to designated vendors on behalf of Maine’s Schools and Libraries. In accordance with the statute, every carrier offering intrastate telecommunications services in the state of Maine, and generating at least $12,500 in intrastate revenue in a given quarter, shall contribute to the fund. |
Under its administration of this fund, Solix Inc. will collect from approximately 80 contributing telecomunications carriers and make nearly 100 disbursements each year.
Please note that the assessment factor will be established at 0.7% (.007) for the reporting period July 1,2006 and remain at that rate through June 30, 2007.
