Our services include:
Federal Schools & Libraries Program Solix has managed the operation of the Federal Schools and Libraries Program for the Universal Service Administrative Company (USAC), the administrator of the program for the FCC, since its inception in 1998. The Schools and Libraries Program, also called "E-Rate," provides more than $2 billion in annual support to approximately 105,000 schools and 12,000 libraries in the United States and its territories.
Federal Rural Health Care Program
Solix has managed the operation of the Federal Rural Health Care (RHC) Program for USAC since 2000. Rural Health Care is a universal service support mechanism that provides reduced rates to rural health care providers for telecommunications and Internet services necessary for the provision of health care.
State Telecom Funds Solix provides administrative outsourcing for 13 state programs, ranging from Universal Service Programs to Telecommunications Access Funds. We offer states a comprehensive, cost-effective means to manage and administer the financial, regulatory and customer service activities related to these programs.
State Energy Funds Solix manages a Lifeline/Link-up federal and, where applicable, state program that pays a portion of the phone installation cost for qualified low income telephone subscribers. The Low Income Home Energy Assistance Program (LIHEAP) helps low income people pay their heating bills through home heating energy assistance and crisis grants.
State Medical Funds Solix managed all medical claims processing and provider reimbursements for the Ohio Department of Health's (DOH's) Breast and Cervical Cancer Project (BCCP) from 2006 to 2009. The Project was funded annually by the federal Centers for Disease Control and Prevention to provide free cancer testing to women from low-income households.
Interexchange Carrier (RIXC) Programs
This program provides a full recourse for unbillable and uncollectible messages through tracking Billing 1+ presubscribed and casual 101xxxx messages that would otherwise be billed directly to subscribers by interexchange carriers and long distance resellers.
Operator Service Provider (OSP) Program This program allows operator service providers to offer their services to hotels, motels, hospitals, universities, airports and other institutions with a high volume of operator assisted calls.
