Tom Carroll
Director - Medical and Billing Programs 

Tom Carroll was appointed Director of Medical and Billing Programs in November, 2008.  He is responsible for all aspects of the Donor Registry Health Care Program; as well as the Billing and Collection, Directory Assistance, Revenue Assurance, and Bill Insert Programs.  Prior to this position, he was Director of Telecommunications Operations.

Carroll has over 40 years of financial, regulatory, and operational experience in the telecommunications industry.  Before joining the Billing and Collection division, he was Director – Business Development for Rustel, an American/Russian telecommunications joint venture based in Moscow.  He began his career with New York Telephone as a Switching Equipment Technician, and then held increasingly responsible positions in the Service Costs, Regulatory, and Finance Departments of NYNEX (now part of Verizon).

Carroll holds a B.S. in Management from Mercy College and an MBA in Business from Long Island University.
