Dave Gorbunoff
General Manager, Federal Programs 

Dave Gorbunoff was appointed General Manager, Federal Programs in January 2009 with responsibility for overseeing all aspects of our Schools & Libraries and Rural Health Care Programs. For the last 10 years Dave has served in many capacities including Director in the Schools and Libraries Program with responsibility for overseeing the processing of 40,000 applications and invoices for over $2.5 Billion in funding, managing 200 staff members, and ensuring processes are in agreement with the Telecom Act of 1996 and FCC Rules.

Gorbunoff has 26 years of experience in business operations. At CIGNA, he developed a client base; facilitated seminars in business planning and worked with attorneys and accountants to coordinate planning processes. At Stratford Industries, Inc. he served as President of the Demolition and Asbestos Abatement Company with responsibility for overseeing the entire operation.

Gorbunoff holds a B.S. from Lehigh University and M.A. in Organizational Management from the University of Phoenix.  He has 11 years of USAC Programmatic experience and extensive experience in performance, vendor, material, and financial management processes, as well as process improvement strategies.
