Barbara Rosenberg
General Manager, State and Commercial Programs

Barbara Rosenberg was appointed General Manager State and Commercial Programs in November 2008 with responsibility for overseeing all aspects of our State Universal Service Funds, State Operations, our Medical and Billing Programs, and Commercial Programs.  Rosenberg was also Director Financial Operations with responsibilities over various finance functions including Accounts payables and payroll, as well as Director of Post Commitment Operations (E-Rate Program) leading a portfolio of five distinct operational functions and managing finances and the budget process for a $30M contract.

Rosenberg began her career in program management and finance in 1990 and has over 18 years of management experience.  She was Product Manager, in Financial Planning & Analysis for AT&T UNIX Systems Laboratories, Inc. and Licensing Revenue Contract Manager in the CFO Organization for Novell, Inc. Her expertise includes cross functional team leadership, vendor relations and contract negotiations, visionary planning, strong financial analysis background, extensive experience in general financial practices, and budget management methods.

Rosenberg has a Bachelor’s degree in Finance from King’s College, and a MBA from the University of Phoenix.  She has also completed professional courses at Villanova University, Stevens Institute of Technology and the Wharton School of Business.
